No, you can visit the wide world of sport, without a game. You need only enter a ticket to the stadium.
When I was there, there was a possibility of public parking on the lawn that was free or in the parking lot near the stadium for a fee or a parking card that comes with some packages. I do not remember the price. We have the freedom to choose.
